In 2001, the state’s mental health budget was cut by $25 million (Oregonian, 2001). as a result, many mental health service providers were forced to reduce or eliminate services, and some were even forced to close their doors.

The problem of inadequate funding for mental health services is not unique to Oregon. All states face the same problem to some degree. However, Oregon has been particularly hard hit because of the state’s reduced tax base and its high proportion of residents with mental illness.

It is estimated that one in five people in Oregon suffers from some form of mental illness (Oregon Department of Human Services, 2002). Oregon has a higher than average need for mental health services. At the same time, however, the state has a smaller than average tax base. This is partly because Oregon has no sales tax, and its property taxes are among the lowest in the nation. As a result, the state has less revenue to spend on mental health services than other states.

The lack of adequate funding for addiction treatment in Oregon has consequences for Oregonians with mental illness. First, it has made it difficult for them to get the treatment they need. Second, it has caused many mental health service providers to close their doors or reduce their services. Finally, it has strained families and friends trying to care for loved ones with mental illness.

The Mobile Response and Stabilization System

The Mobile Response and Stabilization System (MRSS) is a new method for delivering crisis management and stability services to children and families throughout Oregon. The system is available 24/7 and will respond to calls within 60 minutes.

The MRSS will be operated by a consortium of mental health service providers, including Lifeways, Cascade Behavioral Health Care, Lines for Life, and Trillium Family Services. The system will be funded by the Oregon Health Authority (OHA) and the Oregon Legislature

The MRSS is part of a more significant effort by the OHA to improve access to mental health services in Oregon. In addition to the MRSS, the OHA is also working to increase funding for mental health services, expand access to care, and improve the coordination of mental health services

The goal of the MRSS is to provide children and families in Oregon with the crisis intervention and stabilization services they need to avoid hospitalization or out-of-home placement. The system will also work to connect children and families to long-term mental health services and support
